For the reasons set forth in the attached document, I respectfully recommend that the court grant in part and deny in part the defendants' motions to dismiss and transfer venue. Specifically, I respectfully recommend that the court dismiss the Complaint's three claims under municipal law with leave to amend and deny the motions in all other respects.
