Second, it is not obvious that the instant claims, brought under the Administrative Procedure Act and the U.S. Victims of State Sponsored Terrorism Act, "(i) relate to common property, or (ii) involve common issues of fact, or (iii) grow out of the same event or transaction or (iv) involve the validity or infringement of the same patent," LCvR 40.5(a)(3), as Campuzano v. Islamic Republic of Iran , 00-cv-2328 (RDM), or Force v. Iran , 16-cv-1468. Given that "the mere presence of overlapping parties is not among the bases for a related-case designation," Klayman v.
