ORDER TO SHOW CAUSE: By October 31, 2024 , Plaintiff is ordered to show cause as to (1) how venue is proper in the Eastern District of New York under 28 U.S. Code § 1391; (2) the specific cause(s) of action Plaintiff seeks to plead; and (3) in the event Plaintiff seeks to plead a claim under the Federal Tort Claims Act, why the United States Federal Courthouse and the United States District Court for the Southern District of New York are the proper Defendants. "[T]he only proper defendant in an FTCA claim is the United States." Dufort v. Burgos , No. 04-CV-4940 FB LB, 2005 WL 2660384, at *4 (E.D.N.Y. Oct. 18, 2005) (citing B & A Marine Co. v. American Foreign Shipping Co. , 23 F.3d 709, 713 (2d Cir. 1994)). The Court notes that this case appears to be identical to a previously filed case, Amina v.
