ORDER denying1 Motion for Leave to File Complaint-Michael Doyle's letter motion for leave to file a new civil suit against Cumberland County concerning the lack of handicap parking on Newbury Street adjacent to the handicap accessible entrance to the Cumberland County Courthouse is DENIED. The letter motion does not explain how the proposed complaint satisfies Fed. R. Civ. P. 8 and therefore does not comply with the order enjoining the filing of new cases. Furthermore, the proposed complaint does not cite authority that would require the County to designate public parking spaces on Newbury Street, and since the County provides no parking spaces to any member of the public (all spaces being reserved for the Sheriff's Office), the proposed complaint fails to plausibly allege a claim of discrimination under Title III of the Americans with Disabilities Act. 422 U.S.C. § 12182(a).
