TEXT ORDER dismissing1 Complaint, denying as moot2 Motion for Leave to Proceed in forma pauperis, and finding as moot9 Emergency MOTION for Confirmation of Right to Leave Country: Under 28 U.S.C. §1391(b), a civil action may be brought in: (1) a judicial district in which any defendant resides, if all defendants are residents of the State in which the district is located; (2) a judicial district in which a substantial part of the events or omissions giving rise to the claim occurred, or a substantial part of property that is the subject of the action is situated; or (3) if there is no district in which an action may otherwise be brought as provided in this section, any judicial district in which any defendant is subject to the court's personal jurisdiction with respect to such action. Mr. Chikhladze, who claims to be a permanent resident of the United States but resident now in the Republic of Georgia, sues Denmark for denying his asylum application and Georgia because he alleges officials will not let him leave. He proffers exhibits allegedly showing he was denied the ability to board an aircraft. The plaintiff claims "a substantial part of the harm" occurred in Rhode Island but the Complaint lacks even one fact indicating that any event, or any person involved, has any connection to Rhode Island at all. This is the fifth case Mr. Chikhladze has brought with the same allegations. Three have been dismissed: Chikhladze v. Government of Georgia , 2:2025-cv-0381 (C.D. Cal.) (closed); Chikhladze v. Government of Kingdom of Denmark , 025-cv-01094 (C.D. Cal.); Chikhladze v. Kingdom of Denmark , 1:24-cv-02784 (D.C.) (closed); Chikhladze v. Government of Georgia , 1:2024-cv-07741 (S.D.N.Y.) (open). The Complaint is DISMISSED for want of venue, without prejudice to its refiling in a more appropriate judicial district. The Application to Proceed in Forma Pauperis (ECF No. 2) is DENIED as moot.
