MINUTE ORDER. Before the Court is the plaintiff's4 Motion to Expedite, which requests, among other things, expedited review of the plaintiff's1 Petition and a preliminary injunction compelling the SEC to process the plaintiff's whistleblower complaint within 30 days. See Motion to Expedite, Dkt. 4, at 3. While "[c]ourts must construe pro se filings liberally," Richardson v. United States , 193 F.3d 545, 548 (D.C. Cir. 1999), all litigants, including those proceeding pro se, "must comply with the Federal Rules of Civil Procedure and this Court's local rules," Petway v. Santander Consumer USA Inc. , No. 22-cv-3100 (RBW), 2024 WL 3443765, at *3 (D.D.C. July 17, 2024) (cleaned up). "A court has 'liberal discretion' to strike [a] document on its own initiative, and often does so in order to enforce local rules." McFadden v. Ballard, Spahr, Andrews & Ingersoll, LLP , No. 5-cv-2401 (RJL/JMF), 2008 WL 2569418, at *1 (D.D.C. June 24, 2008). The plaintiff's4 Motion does not comply with Local Rule 7(m), which requires a pro se party to confer with opposing counsel before filing a non-dispositive motion and to "include in its motion a statement that the required discussion occurred, and a statement as to whether the motion is opposed." LCvR 7(m). The4 Motion also does not comply with Local Rule 7(c), which states that "[e]ach motion and opposition shall be accompanied by a proposed order." LCvR 7(c). Accordingly, the Clerk of Court is ordered to STRIKE the plaintiff's4 Motion. The plaintiff may refile the motion in conformity with the Federal Rules of Civil Procedure and with the local rules--to that end, the plaintiff is directed to Local Rule 7 (Motions), 5.1 (Form and Filing of Documents), and 65.1(c) (Applications for Preliminary Injunctions), as well as Federal Rules of Civil Procedure 7, 10, and 65.
