PAPERLESS ORDER. THIS MATTER is before the Court sua sponte . On April 2, 2025, Plaintiffs filed an Expedited Motion for a Temporary Restraining Order and Preliminary Injunction (DE 4) ("Motion"). In the Motion, Plaintiffs request the Court grant a temporary restraining order preventing enforcement of Florida law S.B. 4-C pending consideration of Plaintiffs' request for a preliminary injunction. (DE 4 at 1, 20.) A court may not grant a temporary restraining order without notice to the adverse party unless "the movant's attorney certifies in writing any efforts made to give notice and the reasons why it should not be required." Fed. R. Civ. P. 65(b)(1)(B). Further, Southern District of Florida Local Rule 7.1(d)(2) requires that an expedited motion "set forth in detail the date by which an expedited ruling is needed and the reason the ruling is needed by the stated date." Plaintiffs have not filed proof of service of any Defendants, and the Motion does not describe any other efforts made to give notice to Defendants or any reason why notice should not be required. The Motion also fails to set forth a date by which an expedited ruling is needed with accompanying reasoning. Accordingly, it is ORDERED AND ADJUDGED that Plaintiffs shall comply with Rule 65(b)(1)(B) and Local Rule 7.1(d)(2) on or before April 4, 2025 . Signed by Judge Kathleen M. Williams on 4/3/2025.
