ORDER to SHOW CAUSE: Plaintiff Michael A. Perkins, who is currently being held at the Franklin County Jail, filed this case pursuant to 42 U.S.C. 1983 for violations of his constitutional rights. Along with the Complaint, Plaintiff Perkins filed a motion to proceed in forma pauperis. (Doc. 2). It has come to the Court's attention that there is an individual name of Michael Perkins who has previously litigated cases in this District and who has accumulated three strikes pursuant to Section 1915(g). See Perkins v. Purtle, No. 00-cv-618-JPG, Doc. 42 (S.D. Ill. Sept. 10, 2003) (discussing case history). Additionally, the Seventh Circuit Court of Appeals has implemented a filing restriction against this same Michael Perkins. According to the filing restriction, clerks of all federal courts in this circuit are directed to return unfiled any papers submitted by Michael Perkins until he has paid all outstanding fees. Perkins v. Lieutenant Gales, No. 03-2584 (7th Cir. Nov. 20, 2003). Accordingly, Plaintiff is ORDERED to SHOW CAUSE in writing why this case should not be dismissed pursuant to the filing restriction on or before May 12, 2025 . In his response to this Show Cause Order, Plaintiff shall also disclose any and all lawsuits filed in state or federal court that he has litigated while in prison or jail. Failure to respond to this Order will result in dismissal of this action for failure to comply with an order of the Court pursuant to Rule 41(b). Signed by Judge Stephen P. McGlynn on 4/14/2025. NOTICE AND ORDER: The Court has received your complaint and your motion to proceed without prepayment of the filing fee. Your case number is 25-539-SPM. See Pruitt v. Mote, 503 F.3d 647, 654-55 (7th Cir. 2007). If you do not receive a Merit Review Order within the next 60 days, you may file a motion requesting the status of your case. In the event your claim(s) survive the merit review, further information and instruction will be provided to you at that time. In addition, several administrative matters warrant mention. Any communication directed to the Court should be in the form of a motion or other pleading and not a letter. All mail should be sent to: Clerk's Office, U.S. District Court, 750 Missouri Avenue, East St. Louis, IL 62201. Finally, you are advised that if your address changes, you must notify the Court within fourteen days of the change by filing a Notice of Change of Address.
